Governor Babagana Zulum of Borno State has presented a ₦584 billion budget proposal for the 2025 fiscal year to the State House of Assembly, focusing on recovery and rebuilding infrastructure. Tagged the “Budget of Recovery and Continuity,” it allocates ₦323.47 billion to capital expenditure and ₦204.71 billion to recurrent expenditure.
Zulum emphasized commitments to transparency, efficiency, and fulfilling promises to the people. Education received a significant allocation, with plans to establish five mega schools, rehabilitate 15 existing ones, train 2,000 teachers, and recruit 500 more. The state’s scholarship program will receive ₦6 billion to support over 30,000 students, including Internally Displaced Persons (IDPs) and vulnerable groups.
Agriculture will see significant investments to enhance food security and job creation. Plans include irrigating over 100,000 hectares of farmland, providing fertilizers, and rehabilitating the College of Agriculture damaged by floods.
The budget dedicates ₦11.6 billion to addressing water scarcity. Key initiatives include constructing seven waterworks, 50 hybrid boreholes, 2,000 wells, and solar-powered irrigation systems.
Rural development is another priority, with plans to build roads, markets, and facilities to stimulate local economies. Zulum called on stakeholders to support the government’s efforts in rebuilding the state and ensuring sustainable development amidst challenges from insurgency and natural disasters.
